I'm sure I'm just not looking in the right place for this!

My forum (vBulletin 3.6.5) only allows registered users to view it. So if a guest arrives, they are presented with that "You do not have permission" page which has a login box and a link to register.

I'd like to have a full splash page instead, as seen by unregistered/not logged in users of Outpost Gallifrey (http://www.gallifreyone.com/forum/index.php). Basically just so we can explain why registration is required, how it works and to give some more background on the forum.

Is the splash page a hack/add-on, or is it just a matter of editing the template with some new text?
