The catbg.jpg, state catimages, and fish icons are a nice touch. Perhaps make the state forums 'hidden' and then have a tab/link to them instead. Also, you might want to get rid of that blank bar in the attached screenshot and move the 'Welcome to the Atlantic Anglers' box into its place. One other thing is that the 'Advertise Your Site' link seems out of place. Maybe move it next to the top right links. Overall, it seems creative, and while there is a lot of blue, it is a fishing site after all, and the blues seem to mesh okay.
