Also looking for this, to give moderators ability to add remove secondary usergroups only

I found this hack that works for changing groups if you know the name, it works in 3.6.7 (except profile field names). It adds "Edit User" to the dropdown list of "things to do" when you click on a username, and you can choose which items may be modified.
