Allow individual forum mods to move threads from outside their forums?

I need to allow my individual forum mods to move threads as they find them in other forums.

For instance, if I've created a new sub-forum and have added a moderator for that forum, I want that moderator to be able to search the entire forum for threads that should be moved to this new forum.

Is the only way to do this to make him a super-mod temporarially?
