I found this was happening to me and it wasn't because the user's email addresses were actually bad, it was because my hosts mail server put a cap on sending emails out... 500 per hour. So 500 would go through, and I'd get everything else bounced. He excluded my domain from this limit and the problem was resolved. I got VERY few bounces.
