Well you can't really have a forum without a site. Your forum is installed on your website, as it were.
So you buy a domain name, add a hosting package with PHP & MySQL, buy the licence, upload the forum, install and configure it. Job done.
To help you on your grey area of hosting costs, here's my forum server costs for the UK..

Our forum is only small lol with 600 so members, 145 of them are active, monthly bandwidth allowence is 10GB, we use about 4 or 5 and it's ?9.99 a month.

Can get it cheaper elsewhere these days but happy with service and their support response is very fast and helpful, so why uproot everything.
