Is there any mod that is "like" a database?

What I mean is like, have a mod, that is a database to edit, add in information about anything you want to give information about.

ex.
Dogs, database to store information about a dog that need rescue, so the one who have the dog, goes to the "home" page where to enter the dogs information, breed, name, age, colours and so forth.. and then submit and if someone looking to rehome a dog, goes in do a search in what area they live in, and those dogs that have been entered will come up for him to check them out.

is there any mod like that.
I know there are for skins.. those who are submitting skin and letting other buy, borrow.
But if something similiar but for another "title" of what to store.
