Thanks I figured it out.

But my chat program is installed in /forum/chat

All of the integration links look in /

I edited the

Plugin Manager
FlashChat Integration (1)

Changed:
href=\"misc.php?$session[sessionurl]do=flashchat

to href=\"forum/misc.php?$session[sessionurl]do=flashchat

Now everything is working.

Maybe I had some error elsewhere but this resolved the issue.
