Hmmm...

I still think it has something to do with the usergroup settings.

The owner may have himself set to a customised group and you guys to the default.

I don't feel it has something to do with the PHP files, adding user ID's would just give you more permissions above the defaults.

Have him try this...set each Admins. Primary group to 'Administrator' and secondary group to Moderator or Super Moderator.
