A moderator doesn't have the ModCP it's only for Admins/Super Mod

A Moderators job is to look after the forums and make sure the basic jobs are monitored, like forum threads are ok, close, move, remove etc....

If you want to give them the ability to see the modcp then they need Min Super mod access
