One thought has crossed my mind - reuploading the original (latest) files - and rerunning the upgrade script. This has worked for me (reuploading the originals fixed one issue and rerunning the upgrade script fixed another separate issue).

If this does not affect any of the vbulletin, but rather the bugtracking script, you may want to try reinstalling that script.

If that does not work, consider any tie-ins between the vbulletin and the script, namely any products or plugins that may share similar resources (e.g. hook locations).
