I want to allow moderators to give other moderators infractions. Right now if one moderator tries to give another mod an infraction, they get told they aren't allowed.

On my site, we have regular moderators and "diary owners" which moderate their diary but still are considered regular members. So I need my regular moderators the ability to give "diary owners" infractions. Thanks
