Is there anyone know how to develop a plugin like this?

Best-of-Site Photo: display on forum home, a larger thumb of that photo, poster, date of mark of "Best-of-Site Photo". (you can even browse all photos with this flag, like this: http://www.dc543.net/module/mod_viewbestphoto.php)

Hot-Photo: display on forum home, a thumb of that photo, poster, date of mark of "Hot-Photo" (you can even browse all photos with this flag, like this: http://www.dc543.net/module/mod_viewhotphoto.php )

Best-of-Category Photo: display thumb of the first photo posted within the latest post (using [ img ] bbcode to post) on top of each category (sub-forum) (ex: display top 5 of each category on top of a sub-forum: http://www.dc543.net/forum-3.html)

Display thumb of the images posted within the post at the end of the post title column:
http://www.dc543.net/forum-3.html (all images were posted by using the [ img ] bbcode)

There's an example: (they're using PHPBB)
http://www.dc543.net/ - Photos marked with Hot were displayed right below the navi bar, right on the right side it's Photos marked as "Best-of-Site Photo".
