It's actually Firefox which follows standards better, and Internet Explorer that breaks them, so as many people say, you should design for browsers like Firefox and Opera and fix with conditional CSS or something for Internet Explorer. Sadly, many designers seem to think Internet Explorer actually knows how to obey all the standards when NO browser technically manages to follow every single one correctly.
