Oh goodness, don't let this thread be the deciding factor in whether you purchase vB or not. They're talking about extras.

Most other forum software you have to modify to death to get the same functionality that vBulletin comes with right out of the box. What they're talking about here is just extra bells 'n' whistles modifications.
