There is should be something to prtect him to eneter forums

I tryed to protect proxy ip's with installing two mod, they are working perfectly fine, but user still registering

I have tryed to do email verification, he opens gmail accounts and registers with one email accounts to many accounts

I ahve tred to protect new user to send privat messages to users, he start posting into forums

Now i do not know what i will going to do

I think when he restart the modem gets new ip? Is it possible to ban him from his host to access forum?
