Are there any advertising mods that allow people to pay for ads and just require admin approval?

i.e. someone sees your advertising page and thinks "That looks good to me. I want to buy a 468 x 60 Ad... let me just upload my image... here we go, pay via paypal and I'm set."

Then the admin comes along and says, "this ad is fine, accept." or "this ad is porno... do not accept."

Is there a system like this? I saw this on a site http://www.directory-owners.com/vbclassified.php perhaps it works like that?
