but it wont let me log into the admin still

look at the file called tools.php normally you should upload it to the admincp and run it from your browser but since you cannot access the admincp you might find an SQL query which saves your ass run the query on the correct database and .... that file is in your "do_not_upload" folder from the vBulletin zip
