Basically, on my forum, I want to be able to restrict certain members' Administrator Control Panel access to IP searching and User Banning options (to put banned IP addresses on the list). At the moment, I can only do this by setting their permissions to Can Administer Settings (Yes) and Can Administer Users (Yes). While the latter is not so bad, the former gives settings for quite a lot of things including shutting down the forum, cookie paths, etc., you get the idea. So I need a modification - any ideas which one?

Oh, yeah, we are using vBulletin 3.6.4 at the moment, and going to upgrade to 3.6.5 hopefully soon.
