now i cannot see wheter they are property licenced but:
1)1 VBulletin licence means one instance one 1 domainname (they have two and that would require two licences)
2)they use the second url as a "demo" for there product so i guess they are referring to the permission the VBulletin licence agreement allows to have a develpment board where you can test modified code but that installation should not be accessible by the general public...
3)VBulletin's licence agreement requirers you to name the development installation "/testvb" and you are requirerd to htaccess it
