It basically just adds more hook locations for plugins to use (more to come - as you see I recently found two helpful spots in index.php). The mod requires it because one or more of its plugins use these hooks. This mod on its own doesn't really do anything else, except let you disable those hooks individually instead of having to disable the entire plugin/hook system.
