Step 4 a) - Seems like you messed up with the template name at creation: out of adv_portal_vbshout you only had to put vbshout in the name field, since adv_portal_ prefix is there hardcoded for all CMPS templates and it shows next to the field.

Your home page doesn't see the non-existent template adv_portal_adv_portal_vbshout
