Yes that could be normal. Your email is rejected because it's in a spamlist or the receiver has his spamfilter setup to tight.
So the user has to allow the email adres of your forums or setup his/her account with another email address.

This kind of nonsense (and spammers) is just the reason why I decided long ago that users were not allowed to register with @hotmail.com on my forums.
