Yes it can ping the shoutcast server. (this was never an issue)
The problem is the web server's ability to ping an external IP on ports such as 8000 (or your custom shoutcast server port ) and get back data. Web providers will shutdown almost all external port queries to ports other than 80.
By request many hosts: (unless you can do it yourself)
-- will open the port you need.
-- has a custom port to funnel all traffic through.
-- will tell you they can not help you.
Until you get an answer.
Configure your shoutcast server to output on port 80.
- (unless you also have a web server on that shoutcast server)
