Is it that I'm missing something I should have in my usergroup admin, or is there no way to remove that capability from a moderator? Seems crazy that moderators would be able to edit user accounts by default, so I am figuring I am missing something, or I am just not looking in the right place.

Nevermind, I was looking under usergroups, but it's in the moderator manager.
