vb.org Archive - View Single Post - Post or template displayed above every post in a forum?

I am looking for recommendations or a link to a hack that does the following.

On a per forum basis, I can pick one post that will serve as the announcement for the forum. Every thread page will show the contents of this post at the top of the page (just beneath the navbar). It should also work on the forumdisplay pages.

It is basically an announcement per forum, but will display all of the text (formatted properly) in a table format (i.e. a template above the forumdisplay/threadbit/etc).

Any ideas?
