Incorrect, the setting is changed back after they click submit in the update email/password page.

Sure, since it happens when they click submit, it doesn't matter how they get there it's updated when they update their email address.

Does your MOD set this up, Antivirus? Because I don't believe this is default vBulletin behavior.
