This is where it should show up by default. However, some of us have customized our templates to the point where the alert appearing in the header and footer doesn't exactly look too great.

For example, I use several layers of divs. This resulted in the alert appearing BEHIND my site, and one immediately following the other (on the same line). Until I created this mod.
