vb.org Archive - View Single Post - Limit access to certain user groups.

I have seen this in several sites. When I'm going to login in a site but the traffic is too high, this message shows: "Due to high server load, access is restricted to VIP only."
Is this part of VBulletin or is it a hack?
I have been looking for hours in the modifications forum but I didn't find anything. Can someone help, please.
