Do the opposite. If your potential coder doesn't even have the patience, intelligence-span or initiative to read anything longer than a few words I doubt they're worth bothering with anyway.
Write clearly and concisely as many details as you want to publicly give about what you're requesting. If someone writes a post requesting work along the lines of "I want some work doing, probably a weeks worth for vbulletin, PM me for details" I won't bother. I don't want to spend ages forcibly digging out the details on the offchance it'll be a job I can do. Tried it a few times, it was a waste of time. You can judge a customer by their request post surprisingly well.
I haven't noticed your posts I'm afraid, but it is very common for people to vastly underestimate how much they'll have to pay for work. I've seen a day's work offered $50 payment many many times. $50 seems to be a common figure for some reason. If you're not sure what it's worth (don't end up offering too much!) then just leave the price up in the air and deal with it on a per-coder basis. And remember that cheap is rarely the best.
