Enhanced Interface - Full WYSIWYG Ediding

??? this Option just working with Me as Admin .. but NOT Working with users ..... they all Standard Editor - Extra formatting controls but i want to change it to Enhanced Interface - Full WYSIWYG Ediding

please help me
