Yes, this is all possible with forum permissions and subscriptions.

You will need two usergroups: a regular one and a usergroup for those who paid the subscription cost. vBulletin's subscription system is very flexible and will allow you to use some of the online processors you mention.

(I believe both CCBILL and Paypal are available.)

It's under AdminCP -> Paid Subscription.
