1. By default there is not an option in the Admin panel to do this... You can simply modify templates to add in code if desired. Header, footer, navbar as examples.
2. Upgrading to 3.6.4 will install necessary items from previous versions so you're good there. What do you gain by installing? Well for one, you patch up a security hole.
