You can have him criminally charged with larceny/fraud. You paid for a service that wasn't rendered, and the funds were never returned. I would look into getting all of his info, like his full name and location, and then chatting with the local authorities or perhaps even chat with paypal. They may be able to assist you further if you describe the entire ordeal, and let them know that you wish to follow through with criminal charges. I bet some police knocking on his door will get his attention!
