I'd combine the first three into one information forum/suggestion box and also use that as your welcome lounge.

Make classifieds and downloads one forum.

Use just one large review forum to cover all media and video games.

Fan art is a great idea and I would leave that separate. Perhaps include requests in that section since it would be original artwork.

I would use the general anime forum to include tutorials.

I'd make general discussions a separate category to hold the additional special interest forums you want to add...

so...the following forums:

1) Information, welcome, suggestions
2) General Anime/Manga topics (including tutorials)
3) Fan art and requests
4) Contests(?)
5) Reviews
6) Classifieds
7) Japanese Culture
8) Economics/Current Events, etc.
9) Technology (?)
10) General Topics
