I guess that is allowed posting, not aloud.

People are going to stick around for two weeks before they can post?
Anyway. . .

I would make a new usergroup based on the registered usergroup.
Set the registered usergroup so you can't post.
Your new usergroup will be able to post.
Create a promotion that moves a member from registered to the new group after 2 weeks of their join date.
