Ok. I reinstalled it again and now stuff is appearing in the Usergroups options. Perhaps before I'd missed a file or something but it seems to be working now. Thanks.

Edit: Some of the images aren't showing up, though. The groups-related images do, but the ones from vBulletin (like my logo and whatnot) aren't.
