For one user, just edit the user in the ACP, post count is one of the fields.

The only way you could set them all to zero is as above, and then turn off post counting in ALL forums (it's one of the settings when you edit a forum). Rebuilding the user post counts may still alter them, if it does then there is nothing you can do about that except reset them again afterwards (but then why would you want to rebuild post counts if your not using them ....).
