The getid3 subdirectory has to be directly in the forums directory:
yoursite->forums->getid3
Not, e.g.
yoursite->forums->getid3->getid3

For what it's worth!

I'm having the same problem on 3.6.1, only with MP3 files. Generating broken thumbs when no image is selected.
