How do big boards become big boards?

My site has been up almost a year and it has grown VERY slowly. My users are loyal, but few.

Should I look into some SEO mods to help the site grow via search engine indexing?

What are some useful, healthy ways to promote a forum? Should I pay for advertizing somewhere?

Seems the problem is generating interest, I know that even I myself rarely sign up at a forum that I have no vested interest in...

Any tips are appreciated!
