I have over 4300 members now since july when i started from scratch.

So, get good articles, write good stuff.... people will talk about it.. Find something you like and talk about it.

Also, every board has its own "culture" or atmosphere, just like in a class or an office. You have to find a way to cultivate and make a culture of posting .... its pretty hard. I have 2000 members who havent posted anything.

Be kind and welcome every new member personally whenever you can.
