Mod? Require Users with X or under posts to have posts validated?

Is there a mod out there that would work with 3.5.4, that would allow users with say 10 or less posts to have there messages validated before they are actually posted?

Just wanting this to stop new users (someone(s) that are currently spamming my board since I banned them) from signing up and spamming etc.
