Is there anyway witin Vbulletins Admin Control Panel to disable the ability to delete attachments from a post when using the soft delete feature?

I dont want to allow any attachments to be stripped away from posts by anyone using soft delete.

Can this be done through the admin cp currently or would this require me to start editing code witin Vbulletin?
