Here's how I do it ... with 3.6 ...

I first post it in the forum that I want it to permanently reside in. (Forum A)
This assure that anyone who is subscribed to the forum will receive notification of the thread.

Then I move it to the forum I want it redirected from, (Forum B) then move it back to Forum A and define the duration of redirect.

At this time you are also able to alter the title name of the Forum B redirect, and I often add the name of the forum (Forum A) to the title, which serves as a navigational aid to the readers who find themselves directed to another forum at the site.
Also this provides some clarity for those that have already read the thread at Forum A.
