You can use the same user table for both forums, but im not quite sure if you can do that because of Vb's license agreement.
Either way it doesnt sound logic for me, because if any user from the first site can log in, and see content that wont aprove as you say... why would dont you ban their access to the new board? The better choice would be adding a private section under your actual vb board so only a few usergroups can access that section and you keep control of everything under only one admincp.

Besides, phpbb is like going back dont you think?
