How can I change all my members New PM notification to on? What query would I run?

Reason cause I want to send out an email about the updates on the site. But because we cant send html mail to users. I figure I would send an email PM to everyone while will then send out the "you have a new pm" to everyone. Which may help bring old users that have visited the site in a while to come back and see whats new.

Granted you shouldnt change there settings like that but ill add directions on how to be remove the new pm email.
