Admin CP>>Usergroups>>promotions

From there, you may select a usergroup, and the desired method of their promotions. Either post count, or reputation, or both.

MAKE SURE that you set your fourm permissions also, to reflect the upgraded users to be allowed access... Oh, and if someone reaches 10 posts, they are put in a que, and updated along with the scheduled tasks, usually on the hour, so they may not be able to gain access to the forum right away. I guess my point is, you may want to mention this in your FAQ. Hope I was of help.
