Ok, nice and easy.

In your ACP go to:

vB Options > vB Options > Forum Listings Display Options > Depth of Sub-Forums

Set this to a number greater than 0 (most popular is 1) and save it

This will then show the subforums on the forumhome.

To then tidy them up into a nice neat columned list as in your screenshot, install the subforums in columns modification that is around these parts (in the 3.5 template modifications section).
