Unbelievable...
If I want to create little sub communities within a board software that I've purchased then this should not be an issue. It is still "one instance" of Vbulletin. It's a simple naming convention...calling it sub community 1, sub community2, etc.

I simply wanted the ability to allow designated administrators the ability to be able to create new forums under these designated categories (i.e. sub community 1).
