One way is to disable private messaging for the Registered Usergroup; "Maximum Stored Messages" set it to "0". Then create another Usergroup; maybe name it "PM" and enable private messaging for this group. Then in your Usergroups --> Promotions:

1. Add in the post requirement values for the Registered User.
2. Select the Usergroup the user will be promoted to ("PM").
